Job Summary

Position Purpose:

The Dean of Student Affairs provides strategic leadership, direction, and supervision of student affairs including but not limited to enrollment management, admissions, advising, recruiting, registration, financial aid, student conduct, and student life on all campuses of Northland Community and Technical College. The incumbent prioritizes work to ensure students and staff are the focus for division success. The incumbent supervises, collaborates, and implements special projects and grant activities for the college related to assigned areas and develops and implements a positive public image for the institution and employees with local, regional, state, and national contacts.


This position presents a unique opportunity for the successful candidate as the college is currently developing a new strategic plan, implementing a Student Success Hub (CRM), and will undertake the development of a new strategic enrollment plan. These initiatives will advance the college in providing exceptional education that transforms lives and strengthens the communities we serve.


Duties and Responsibilities:

  • Provide leadership for the entire student services function, from initial contact through graduation and beyond at Northland Community and Technical College.
    1. Provides leadership and direction in all assigned areas, including counseling and advising services, financial aid, registrar, and admissions/enrollment.
    2. Monitors and reports on student academic success and relates findings to institution and system performance objectives.
    3. Actively participate in driving strategic enrollment and effective retention practices through leadership of the strategic enrollment team and the retention workgroup. 
    4. Lead development and implementation of strategies, using best practices to increase enrollment and retention across the college.
    5. Monitors and evaluates the achievement of the college’s enrollment goals and strategies.
    6. Provides oversight of the evaluation, maintenance, storage, and retention of student records.
    7. Develops, revises, and implements student services policies and procedures in compliance with federal laws, state laws, Minnesota State policies, and College policies.
    8. Leads in support of the mission of the college and the college Strategic Plan.
    9. Provides leadership in HLC accreditation areas related to student affairs in cooperation with the Vice President of Academic and Student Affairs.
    10. Provides leadership for student affairs in other college accreditation processes.
    11. Represents the interests of student services in college-wide planning processes.
    12. Leads as a liaison to the Minnesota State System Office for unique assigned areas.
    13. Represents the college through membership in related professional and community organizations.


  • Provide effective leadership and oversight for college athletics and student life.
    1. Provides leadership and direction to college athletics and serves as the athletic administrator.
    2. Provides administrative oversight of personnel, eligibility, and day-to-day operations of athletics.
    3. Serves as the administrative representative at Minnesota College Athletic Conference (MCAC) meetings.
    4. Provides leadership and direction for student life activities and sponsored events.
    5. Provides oversight and guidance in development, maintenance, and keeping of budgets within athletic and student life areas.
    6. Encourages, supports, and develops opportunities for equity and inclusion of all students including cultural, recreational, and social experiences for students.
    7. Provides coordination of student housing needs in partnership with the Northland Community and Technical College Foundation and other community partners as relevant.
    8. Support management of student life activities in coordination with the student life director, student club advisors, and others, including review and approval of college student life activities and events. 
    9. Oversee use of student life vehicles in coordination with the student life director and Academic Deans.


  • Mentors, assists, evaluates, and effectively works with faculty and staff to develop creativity and excellence in their positions.
    1. Maintains terms and conditions of employment per employee contracts.
    2. Assigns, organizes, schedules, and delegates work assignments to personnel.
    3. Supervises and evaluates assigned employees using established performance appraisal procedures.
    4. Responds to concerns from employees in a timely manner.
    5. Monitors individual employee professional development plans.
    6. Recruits, interviews, and recommends personnel for appointments, promotions, rewards, transfers, discipline, and dismissals in the department.
    7. Schedules and conducts departmental meetings to ensure a productive work environment.
    8. Supervises or oversees supervision and coordination of work study personnel assigned to student affairs division.
    9. Work with faculty and staff to encourage and develop opportunities for equity and inclusion in daily work activities and assignments.


  • Leads administrative activities within assigned areas.
    1. Maintains a climate where equity and opportunity are part of daily operations and activities.
    2. Develops, implements, and monitors student affairs budgets in conjunction with college Business Office and Vice President of Academic and Student Affairs.
    3. Serves as campus administrator when required.
    4. Oversee international student affairs and assigned employees.
    5. Serves as a liaison between student services and external partners of the college.
    6. Serves as college point of contact for mandatory notifications to student population.
    7. Responds to concerns from students and others in a timely manner.
    8. Serves as first level decision authority for student services appeals. Cooperatively, with the Vice President of Academic and Student Affairs, serves as the second level financial aid decision authority.
    9. Enforce the student code of conduct to include investigation, decision-making, and record management.
    10. Leads the college Behavioral Intervention Team (BIT).
    11. Serves on college committees as assigned, including leading as chair when needed.
    12. Serves as institution investigator and/or decision-maker for college investigations.
    13. Assures compliance of Safety and Health regulations within the scope of responsibility.
    14. Ensures compliance with SaVE Act and Drug Free Colleges and Schools.
    15. Coordinates, develops, approves, and administers contracts within assigned areas.


  • Collaborates across the college to ensure student success.
    1. Collaborates with academic deans on course schedules.
    2. Collaborates with academic deans to administration of pathways from high school into Northland programming. 
    3. Participates in the implementation and monitoring of college master plans as they pertain to assigned areas such as the strategic enrollment plans and retention plan.
    4. Collaborates with the academic deans and Vice President of Academic and Student Affairs on the maintenance, improvement, and procedures involved with program sustainability and program suspensions.
    5. Engages faculty and staff to incorporate opportunities for diversity in curriculum, teaching, and presentation.


  • Ensures equal opportunity and affirmative action policies, procedures and programs are effectively used within area of responsibility.

Minimum Qualifications:


  • Master’s Degree required in education, social sciences, humanities, or related area from a regionally accredited college/university.


Type and Length of Experience:

  • Minimum of five years’ experience with student services in higher education. Leadership assignments in higher education student affairs areas.

  • Knowledge of a regional approach to building and delivering higher education
  • Knowledge of instructional and student support methodologies
  • Knowledge of diverse student populations and the related issues, needs, and opportunities

  • Ability to coordinate the various priorities of a campus with administrative services, advancement, and external affairs personnel.

Physical Requirements:

  • Occasional overnight travel
  • Frequent non-standard hours


Preferred Qualifications:


  • Doctorate in education or related area from a regionally accredited college/university.     


Type and Length of Experience:

  • More than five years’ experience in student services and student life areas in a higher education environment. Leadership assignments in a vocational/ technical or community college.
